I can't find the book on Vampires part 2 anywhere! I heard it was in a tower in Gnisis, but that was part one, and I also heard it was in the Redoran teasury in Vivec, but I couldn't get in there. Any help would be greatly appreciated!

I just found one in Vas, which is a Redoran style necromancer tower (looks like a burried dome with no entrance, that's reached through a doorway a short distance away) on a small island west of the big Sheogorad island. It's the island just north of the local shrine, so ask for directions to the shrine in Dagon Fel then go north one island.
I've seen them in similar towers, but don't recall the locations right now.

If you're talking about Vampires of Vvardenfall volume 2 I -believe- that there's one inside the balmora mages guild, inside the lockbox of the necromancer there (the orc female who wants to be left alone). If i'm wrong, there should be some in any of the various telvanni complexes/towers/whatever.

The easiest place to score a copy is the secret library in Vivec. Unless you're already a vampire, in which case you'll have to kill a lot of ordinators to get it. The entrance is partially hidden by a rug in one of the offices in the Hall of Justice.
