If so, can you answer this:
I wandered into this Dwemer ruin simply out of curiosity (and thoughts of some Dwemer artifacts), and it seems full of people trying to kill me for no apparent reason. Now this isn't uncommon in Morrowind, but what is strange is that these people seem uncommonly unsuited for the task: No armor, and their only weapons seem to be a steel dagger.
So, then: Is this some quest area that I've stumbled into prematurely? Is killing the lot of them going to come back to bite me in the arse later?

as long as you didn't destroy a nifty item in the process or something, then you're set. The folks in arkingthand ruin are just more shrine worshipers I believe...
Only two places I think that are 'sacred' are the corpus fellows in Tel Fyr and vampires if you want to be one.
