Nup, I've only just got past x18. I can't remember if this was after I reported back to the barkeep, or while I was journeying back there. This is on veteran difficulty (the third one)
Either way bloodsuckers are Garbage wildlife now and get mixed up in bandit assaults on the rail depot camp. It's nasty for all concerned.
