So I played stalker through, and I feel like the only thing missing is a good sneaking system. Everything you do makes way too much noise (or everyone has insanely good hearing), and I just want to use some guerilla tactics! I've had a few moments where I've managed to change positions and pick guys off while nobody knows where I am, but they are few and far between. Are there any quality stealth mods out there?

I don't think so. Any mod that made sneaking easier I tried also made enemies stupidly blind/deaf in many circumstances. Plus the thing is that engine in its current state somehow doesn't save awareness state of AIs. If you save near NPCs and then load, they suddenly become aware of you even if they couldn't see/hear you when you saved. So it's not recommended to save/load while you're sneaking.

that sucks, I am one of those people that have been waiting for this game since it was first announced. I was looking forward to sneaking through this amazing world (I'm a huge fan of Thief, and actually heard about the game on these forums). This game is still pretty amazing, but I am really disappoined with the crappy stealth.
Millitary guard: "Stop playing your guitar, Yuri, I think..... no..... I know I just heard someone take a step 300 yards away!"
military guards then proceed to fill me full of holes with weapons that apparently have no recoil until I pick them up. C'mon GSC, let's hope they get their engine and ai tighntened up a little.

I just think that there isn't any good stealth mod based on my quite little experience with the mods. I very well may be wrong and perhaps there are some mods that make NPCs sight/hearing considerbly better for stealth fans.

There are. Any mod with properly ogg-commented sound files won't be affected by the hearing issue. Also, many weather mods that make nights darker are likely to come with new detection parameters. Larger mods such as Redux or Oblivion Lost have these issues fixed as well.
Go look on stalker.filefront.com or GSC forums and you might find something close to what you're seeking.

I've been sneaking since retail release. That mission where you're asked to find documents, I stealthed that in 1.0.
What's the problem?
Get within 10 feet and use your stealth pistol, or just avoid.

Problem is that after loading they all know you are there.

If I remember correctly that's not consistent. Reload a few times, it's bound to not notice you once.
I remember saving right after exiting the sewers into the compound to get the docs, and one of the snipers in the tower noticed me after a reload. Reload, make it like the wind, and you'll be fine.

Seriously though, I got tired of enemies spotting me through walls, so I ditched stealth in the end.

They can't spot through walls, they know you are behind a wall only after loading + they have exceptionally good hearing.
