It's a bit slower, but you can train up your armorer by fixing armor.
If you have a decent Mercantile skill and some cash, find armor for sale, many times it'd damaged, buy it (remember what you spent, get the best price) fix it, sell it back to whoever you bought it from (usually for more money).
BTW, to get a large quantity of hammers you can use the trick where the item auto-refills to build it up (I get about 80 at a time from two different people, one in Vivic and one in Balmora).

The only other trainer of armourer that I have encountered is...
at the Dren Plantation, I don't recall his name, but he's in one of the shacks along the north wall.
I'm with madphilb, however-once you have raised it to a decent level where you are able to successfully repair weapons and armor without using more than the item's worth in hammers, it is more satisfying (and less costly) to raise your skill by actual repair.

I believe Sirollus Saccus, the armorer at the Hawkmoth Fort, can train you all the way up to 100.

He's the Master Trainer of Armourer, but unfortunately he doesn't give you the option of training. It's a mistake like the Medium Armour trainer. I'm the highest rank in the Legion and still nothing. Ah, well.

True, but didn't that get fixed in one of the patches?
I don't know myself, as I haven't tried using him, but I remember hearing this somewhere. Guess it wouldn't help hossa though, as he's on Xbox.

I tried before the new patch and I don't think it worked then. Sorry Hossa. Looks like you have to do it the *ahem* 'hard' way
