Simply put, a "no avatars" rule is much easier to enforce than an "appropriate avatars only" rule.
I don't mind static or minimally animated avatars so much, but those animates signature banners . . . :eww:

And TTLG works just fine without them, anyway. Though I kind of miss Digi's...
