With such low numbers of reported dead in Chile (of course these numbers could change as lines of communication open up again) you can really get a sense of the difference in construction quality compared to Haiti.

Might also have something to do with population, and where exactly the epicenter was:
Maule, Chile - 900K, 30 people/km²
Port-au-prince, Haiti - 4 million, 182 people/km²
But I don't doubt that construction standards might be a big part of it.
Edit: Reading more news about it, it seems Chile has pretty high seismic regulatory standards for construction since they have a long history of earthquakes (not surprising since they're on the Pacific ring.)
