I have looked everywhere in the game and cannot find this book. I have searched the library in Vivec, I have seached every bookstore in Vivec and the bookstores in Seyda Neen and Balmora. I can't find it, I may have come across it somewhere and sold it to someone but it seems to have disappeared and now I can't finish this part of the blades quest.
Does anyone know how to reset it through the console or anything?

Are you sure you've throughly checked "jobashas rare books" in Vivec?? .... you might want to check it again ... :)

If you're Telvanni and have your level 2 stronghold (the first one you can enter) there is a free Progress of Truth in the spellmakers hut.

That book is also in Balmora. It has a book shop just barter with him. That is the place I received my copy.
