I wish all email cost 1 cent each or 1/10 of a cent or even 1/100 of a cent, because even at that super low price it would stop a lot of the bad spammers. I'm talking about those buttwipes who manage to send out 78 million emails per month. If it cost 1/10 of a cent each, that would still cost them 78 thousand dollars, which would put them right out of business, and we'd all be much better off.
The cost to us, at 1/10 of a cent each, would be only 1 dollar for every thousand emails we send, hardly cost prohibitive for all us normal people, even the poorest of the poor. Heck, if some absolutely impoverished destitute people want to email and can't afford the penny, they could go to the library and get it free (cost covered by the city or whatever)

If that happened TTLG wouldn't be around too long. We send a buttload of emails a day with email verifications, lost passwords, new PM notifications, thread subscriptions, birthday notifications and godknows what else. No way could we afford to offer those services, still be free and stay around.
Taxing emails is not a viable solution to spam.

but how many are we talking? Over 1000 per day? 2000? Or do you guys send out like 20,000 per day? If it was 1000 that's only $30/mo, no big deal I would think

If TTLG doesn't send 'much', I'm quite sure that a ton and a half of other legitimate websites/mailing lists do.

Besides, if some places were exempt or you could use city resources to do it as with your example of the public library, it sounds like clever spammers would still be able to do it just fine.
Who would collect the tax on email, anyway? You'd have risky tax-free email shelters in Barbados
