Funny. When I was there a year ago, I stayed for a few weeks in two different cities where the people were living in pup tents and sewage in their front yard. Must have been some fucking expensive pup tents. Oh! We also passed a FEMA storage area with shitloads of trailers sitting inside.
FEMA and Red Cross are organizations run by complete fuck-ups - I got to see it up close. Some of the individuals are good people, but of course FEMA dicked the money around. My advice - don't give to big organizations when something like this happens. Find a humanitarian volunteer group and give them money. Better yet, spend the money on transportation and go yourself. LA and MI are just as much in need of hands to clear away the shit as they are money.
