A figure of 15k dead is clearly overstating things, given that even the graphs you posted show 2020 deaths are only 7k higher than the 5 year average between 2015-19. This is the problem with looking at covid deaths rather than excess deaths. A lot of "covid deaths" would have been deaths from something else in the absence of covid.
The obvious issue with raw figures is that they're not age-adjusted. So that reduces excess deaths further. And of course, 2021's death rate in Sweden is below expected levels, so that balances out the slightly above expected deaths in 2020.

"I'm jacked up on extra strength Advil and Tylenol for the last two days, that's the only way I can function. If I'm not on Advil or Tylenol, I'm lying in bed," he said.
Parhar's notoriety as a conspiracy theorist grew when he repeatedly violated Canada's Quarantine Act after returning to B.C. from a U.S. flat earth conference in the fall of 2020 — something he bragged about to a crowd rallying in front of the Vancouver Art Gallery.
He was arrested in November 2020, and was scheduled to appear in court last week but the dates were postponed.
The Public Prosecution Service of Canada said Parhar informed the Crown he was too sick to start the trial.

In April 2021, Parhar had his lawsuit accusing the B.C. government of kidnapping and terrorism for arresting him, thrown out of court for being "patently absurd and nonsensical."

Yet Sweden has done worse than its neighbours Finland, Norway, and Denmark. And way worse than countries like South Korea. Yes, it has done way better than countries like Slovenia or the US, but you're comparing apples and oranges there. Let's see just a few factors that might enter into it:
Sweden has one of the best healthcare systems in the world.
Sweden has one of the highest percentages of people living alone.
Sweden has had very high vaccination rates since it became available.
Swedish people have a high amount of trust in their government, complying with voluntary guidelines.
Sweden has more social equality, resulting in a healthier population and better access to healthcare.
Sweden has more social safety nets, enabling people to stay home.
Sweden has better infrastructure, enabling people to work remotely.
Etc...
So your argument might as well be: in order to deal better with pandemics, let's build affordable housing, have universal health care, invest in education and infrastructure, implement social welfare programs, and tax the rich to reduce inequality and make it all happen.
Also, picking out two particular restrictions misses the greater point:
In a lot of countries, lockdowns have been a desperate last-ditch effort of mitigating an already failed handling of the pandemic when hospitals are filling up and nurses and doctors are getting PTSD from seeing more death over a few months than during their entire careers. And comparing a country that was forced to enact lockdowns vs one that didn't is already comparing a country that did badly vs one that did less badly.
And masks are only one of several measures to reduce virus spread, including testing, tracking, social distancing, hygiene, restrictions on gatherings and travel, etc, which Sweden did do.
As for excess mortality, if you need to exclude a large number of people to make your point, maybe your point is not as great as you thought it was. Yes, older people are at far greater risk of complications from COVID and make up a vast amount of COVID deaths. Rather than some great revelation, that's something we've known and talked about pretty much from the start. And there are people other than just the old who are at greater risk of bad outcomes, like people who are immunocompromised or have a chronic condition like diabetes.
Not to mention that death is not the only adverse outcome to be measured here. Lots of people end up having life-altering changes to their health, some of which are very slow to recover or even permanent.

I just read an article about there being a lot less heart attacks in Finland due to more people working from home. And I also remember something about there being a record number of traffic accidents in the US due to people driving more recklessly and exceeding speed limits because there's less traffic and traffic jams. It's probably the case that the pandemic reduces some deaths while increasing others. So it might be a good idea to keep in mind that while looking at excess deaths can indeed be a measure of the impact of the pandemic, it's also a bit more complex than excess deaths = number of COVID deaths.
