If there's anyone focusing on feelings over logic, it's the Trump bunch, always assuming the worst of any situation, and ever fretful that some mysterious They are coming for them to steal their freedoms, and kill everything they know and love. Fake News, Biased, Radical Leftists. They're ALL coming for them!
As far as New York is concerned, there are only so many test kits to go around, and with bodies stacked up in the fridge trucks waiting to be counted, the best thing to do is look at their initial diagnoses, and take a professional opinion. It doesn't mean that they're gonna find some kid who was diagnosed with Covid-19, but died cracking his head open on the sidewalk after falling off his skateboard as a Coronavirus death. That's the paranoid chucklefuck contingent assuming as such. These are people doing what they can with what they have in a very trying situation.
...and really, how the fuck do you appease a group of people who are trying to read the very worst interpretation into everything you do? These are people who are looking for something, anything to be angry about, and if they can't find it, then they'll make it up.

It all comes down to whether you think doctors have a liberal agenda or not, I guess.
They kinda do, and they kinda don't. States do have the right to enact some extreme measures in equally extreme circumstances, up to and including temporarily curtailing you right to free assembly. If there's due cause, an order is temporary in duration, and it's not overly punitive or selective, they can do quite a bit.
The question is how much your citizenry is willing to tolerate. She went too far. Preventing your voters from going across the street to visit their neighbors during a pandemic is something you deeply suggest against, not judiciously enforce. Things aren't exactly going great, but we're not at DEFCON 1 here. Not yet anyway. An overly draconian response when it isn't warranted is about as bad as a lackadaisical one, since people will likely buck against it if it goes too far.
