I think there's two main factors going on here. First, it can be argued that China's initial lack of transparency and communication negatively impacted other countries ability to respond in a more diligent and immediate manner, which resulted in more death and suffering. This would mitigate the responsibility of the nations which have been impacted.
Second, is the mishandling of the virus itself, and failing to contain it by using appropriate measures.
That is why there will be a legitimate claim against China from the affected nations.
Now collecting on this is another matter, considering the geopolitical situation.

If we had known the truth from the start, that could've help mitigate things somewhat, but it still won't do enough to outright shift the blame solely to China. The fact is, only a handful of countries began preparing for this the moment it became obvious it was a pandemic in the making in late December, even with China fudging the initial stats and arresting those doctors they deemed inconvenient to the state. Most of the western world waited until mid February before they began taking truly serious steps to stop its spread.
We saw the obvious long before it hit, but we didn't want to accept the obvious until the obvious was too obvious to ignore. By then, it was too late. Here we are.

I'm just really fucking sad right now. I don't give a shit about politics and how it gets twisted either way. It seems damned far fetched to me that anyone set this loose on us. Crazy even. But it's here and it's hurting us. It don't give a damn what our politics are. I'm scared. I don't want to lose anyone. Yeah it makes me pissed that the CDC was gutted and that our leader listens to Fox instead of science and his cult is so damn blind they risk their health and that of all of us being dismissive at first. Well nobody is being that way now. I think it's going to hit home in a very real way real soon. I feel sorry for them. I feel sorry for me. I'm hoping to luck out and not lose anyone close to me. Already those I admire and whose work I enjoy are being taken. I'm scared.
All that is left beyond precaution is distraction.

That's the problem, right there. Because of the fraudulent, cover-up activity (which probably will include more after an investigation), it gives other countries the opportunity to lay claim for reparations...and this assumes the best case scenario, where it just comes from a bat in a "wet market", let alone finding out it came from a lab.
Given the situation, it's safe to say China will be held
primarily responsible, in the global public mind, and reparations in some form will be demanded. But it won't be "give us trillions in cash"...more like being used as leverage for renegotiating sweeter trade deals, or maybe even forgiving some of the debt China holds over other countries (including the U.S.)...or some other form of restructuring.

If we can prove that this came from a biolab somewhere, then yes, we'd have every right to demand reparations. If we have evidence that they released it on purpose specifically to harm the world at large, it'd be justification for a war. Right now, we don't have that. Only the theory that it may be a possibility.
China doing what China does? Yeah, it's despicable, one of the many reasons why we shouldn't have them classified as our most valuable trading partner. But as far as Coronavirus is concerned, all that matters is when WE knew about it, and whether it gave us enough time to prepare for it.
Like I said, we caught wind of it in November, realized the potential severity of it in December. We didn't do much about it until February. We can't say that the fault lies solely with China, because we had nearly three full months to build a defense against it, yet we only engaged in the bare basic response until it was too late.
