I doubt it's going to be modular unless someone takes the objtree source and makes it capable of exporting/importing chunks of XML'd objects instead of one at a time, then the modder extracts chunks of objects as XML out of his gam, categorizes them into objects pertaining to one setup, objects pertaining to another and so on, saves all that info into a list file somewhere, then someone writes a new mod manager with objtree embedded that reads the list file, detects the object chunks and using them lets you check/uncheck which features you want from each .gam, creating a new .gam in the process for minimal overwriting.

I think one of the worm implants sucks but I want to check with public opinion which one it really is and then give it a buff, and there's a couple underwhelming Tier 5 psi powers too sooo.
