June's from the US, you're from the UK. There is a difference in quality of policing you're likely not taking account for. Even I, a straight white male so beloved by our officer of the law, have had the occasional bullshit run-in with a cop wanting to exercise their power just because they could. All I did was visit my dad who was fishing at the creek on the farm next door, and I ended up having a K9 unit called on me because the officer "smelled a distinct hint of marijuana in the air." It was a long, hilarious story where I had to sit around for two hours getting my car searched for no other reason than the damn cop was bored, and saw me driving down a dirt road at an inopportune moment.

Oh, don't sweat it from my pov. It's one of those odd things you know. I met some Canadians, when I was in Taiwan, that were horrified at my use of the word "Oriental" to describe the Taiwanese. Apparently this is considered racist in NA, whereas in the UK it's not. But then, as you say, the N.Americans call all Chinese, Japanese and Koreans (and maybe other nationalities, I don't know the rules) "Asian" whereas in the UK that's reserved for people from the Indian subcontinent, which includes Sri Lanka. I'd never refer to a Sri Lankan as "black" despite some Sri Lankans being very, very dark skinned - there were two Tamil Sri Lankans at my school in Africa who were darker than the black Africans. The Africans never considered these guys as black.

I think your police need major reform because of this. My question is, with your state system will a Biden presidency even be able to make this possible? He's certainly hoping for the "black vote" isn't he? And it's a big issue for minorities. I've not read any of his campaign pledges but I imagine many people who would vote for him expect or hope for some movement in this area.
Point of note: Please state (if you're not too scared) who you'd vote for in the US elections, even if you aren't from the USA.
I'd vote for Biden. I expect him to not last long in power and his VP to take over, though I wouldn't mind him doing a full term. This is from an Englishman's perspective and I recognise that it doesn't mean that much.

In my immediate area it's predominantly white of European descent, maybe 5-10% Hispanic and/or Latino of various races, maybe a few percent Indian or other Asian, very few black except in Manchester. If you go a little bit South from here, there's a large Latino population, up to 80% in Lawrence, mostly of Caribbean descent. Down closer to Boston where I used to live before I moved to Australia, it's more ethnically diverse. The town I lived in was about 25% Asian, 20% black, 10% Hispanic/Latino. The only thing he can do without legislation is have his Department of Justice aggressively pursue litigation under the Violent Crime Control and Law Enforcement Act of 1994 (aka the much maligned "crime bill"). DoJ can use litigation to coerce police departments into entering a consent decree that requires reforms. The Obama administration negotiated 14 of them. The Trump administration abandoned the practice. Some background here:

By itself, a Biden presidency would do very little. The Democrats would need to control the House and the Senate to enact any changes at the federal level, and even then, it could be sued up to what's now a very conservative SCOTUS, and undone over a variety of bullshit reasons.
For us to see a change in the way our policing is done, we'd have to have movement at the community, the state, and the federal level, all acting in concert, and even with a massive showing of support, there will still be tons of pushback along the way. Needless to say, it's not something that could be started and finished in a single presidential term.

I've edited it now. I really don't mean to misgender you. You're a reactionary twit, but I don't mean to misgender you. I'm just not used to using they/them. Every trans person I've known has taken on the he/she they felt they were.
