The argument about North America simply doesn't work in this case for the very simple reason that the colonisers never left. We don't know what problems this division would have caused for the various American nations and tribes, because many of those nations and tribes were destroyed entirely, driven into reservations or forced to assimilate.
And can you honestly say that colonialism has had no impact on the island of Hispaniola and that its problems are solely down to half of the inhabitants culture/religion? Can you really say that the creation of castes based on racial features has not had any impact on the troubled history of this island, especially the part of it that has been heavily taxed and ostracized by European powers? Could it be that the centuries long trade embargoes and economic strangulation has had just a little bit to do with why one part of the island is by far the poorest in the region and the extreme poverty in turn has had just a little bit to do with its problems?
As for the border being the only thing that is keeping the island peaceful on one side, how do you then explain things like the (

I imagine the relative peace of the reservations (nevermind the crime rates) has a lot to do with the complete inability of our many geopolitical enemies to smuggle weapons into them.
