Well, no, not really. I was being pretty unsubtle. Probably more than I should have, it seems. The only things I've heard of this biden character are alleged pedophilia accusations. With Trump I had at least gotten memes of some variety. This one seems like a nobody in comparison, flashy personality wise. So it seems that we're gearing up to a potential Biden win speech today, is that right? If PA is in his pocket, wouldn't he be in a position to do so without waiting for the other results?
Reports are his security is already being reinforced as president-elect, if not outright stated as such.

Pennsylvania would give him the presidency, but it's victory isn't a 100% guarantee just yet. It's a more than likely bet, but there are some outlier situations where Trump could still take the lead.
If Biden is to give a victory speech, I'd expect it to happen tomorrow when things are undeniable. Late tonight at the very earliest.

Even though it is highly likely that he will get PA I don't think he will claim victory until sufficient counts are essentially completed. Doing so otherwise will lead accusations of doing the same victory declaration that Trump did the night of the poll closure.
