As far as I can tell, the TSA is not required to pony up any cost for stuff they destroy in the name of security. Of course, they can if they feel like it, but like the po-lice the TSA is generally not in the habit of apologizing.
I've transported my 360 a few times, but largely for this reason I always take it as a carry-on. Which is obnoxious, because you have to take it out seperately at security so they know there isn't a bomb inside the 360. Last time they made me take out my external hard drive too. Sigh.
Edit: that said, Microsoft is always up for a good friendly PR stunt, so if he contacts Microsoft and begs and pleads they very well might buy him a new one even though it's not their fault.
