Here's my prom. I bought a concealment spell from Ranis and it doesn't work. I think i may know why but i'm not really sure. My total magicka is 84, while the spell always says 90/0 for points and chance. Well, if i take some fortify intelligence potion or invoke a fortify maximum magicka scroll, my total magicka will go up over 90, but the damned thing still says 90/0. So, to test another theory i stole that shiled and helm from meldor (the really expenisive ones) ran like hell and sold them to the dude in the Balmora fighter's guild. I then used the money to purchase buttloads of Illusion training (i am a battlemage with a starting illusion of 15 or 20, can't remember which) i got it up to about 27 or 28 and the damned thing still says 90/0. So what is the deal?? I know i must sound like the ultimate newbie, and that's cause i am (i've always played FPS and space/flight sims.. the closest i've gotten to an RPG is Zelda) but i would really appreciate the help.

I'm a newbie myself but my guess is that your skill level is too low. Also, is your fatigue points at or near zero? AFAIK low fatigue reduce the chance of success for nearly everything. Illusion magic depends on pesonality IIRC, so drink some Fortify Personality potion or something. If these don't work then I don't know what's wrong.

After drinking a fortify magicka potion, also drink a restore magicka potion. The spell chance says zero is your current mana is below the cost, not your maximum mana.
Considering that the spell costs 90 mana it is probably really hard to cast even when you have enough mana! So training illusion is not a bad idea anyway. Since you are a battlemage you have some intelligence requiring skills as minors and majors. If you train these at an NPC, your level will go up, your intelligence will go up and your mana will go up :)
It shouldn't be hard to reach 100 mana that way so you can always cast the spell without fortify spells...

The other posters summed up the problem nicely. I would suggest doing some spellmaking now that you know the Invisibility effect and creating a shorter duration Invisibility spell. The problem is that the 90 second duration on Concealment is really, pointlessly long. That makes it more expensive and harder to cast.

And as far as what makes your chance be 0, you might try saving and then using cheats to tinker with your stats until your chances pop up a bit. As long as you don't save the result, you won't be in danger of violating your "gamer's honor" (for what that's worth).

I have also had this problem, but with Summon Golden Saint (165/0). Part of the problem is a low Intelligence score (which governs max magicka) combined with wisdom and luck in some sort of equation. In the mean time, besides making a spell with a shorter duration, you might also look into creating an enchanted item with the spell in question.

Basically you should have more than 1 skill for each 2 magicka you have to spend on a spell to get a chance of casting the spell, Luck & Willpower (it doesn't matter what type of spell, Willpower is used for all) both adds a minor bonus.
Also Fortify Magicka effects (spells, potions, items, whatever) add to your current magicka
not your maximum.
