yes a complete city hub where anything as far as a mission is loaded off city,but the city itself is alive with a.i./etc,it would have to be a bit different then t3 as some parts of map were used in missions
but i dont know if thief 2 can run entire map with put lag on older pc's?
that is why i think thief 3 did the loading zones,of course it had better graphics but even with t2 graphics the entire city might be to much?=which includes a.i./objects for map/etc
if anything more of a dream as i loved the idea of garrett having his own place,just wish it would have been more customize able /being bale to buy stuff from city to add to apartment/finding things in missions that can be place in apartment/etc
there is a game called "identity" that if was done in a thief like world would be like meeting the master builder himself
its a mmo online real time /real world game where you can do pretty much what you can do in real life,here is link to game concept

Identity uses Unreal 4 engine being a newer version then Thief reboot(T4) used. Assuming there would be minimal PC requirements that would require an upgrade/newer PC.
T2 wouldn't handle more then 1 district if you expanded to their edges; would not be fun playing with an old PC lag. T3 would have a better chance at coping with the district sizes but I don't know about the entire city.
I suspect that TDM would be the best open platform for a Virtual World(3D) City Map for a walk-through experience(no objectives).

i just love the old graphic more then the newer graphics
unless its real graphic put into a game,i also love that alot
cardia does the best of classic graphic with real life objects/etc and its the best thing ever,in second mission of melancholic in porto there is a vending machines for soda/pepsi,should have been a coke machine lol =coke fan here,and he even added a food vending machine that i was in awe over i sat there and check out all the real food in a digital form for the a.i.'s and they are lucky to be in that level
