The rules are simple:
1. Only non-democratic countries allowed.
2. Piss off so-called democratic world as much as possible.
3. If they invade you, you lose. If they don't, you get a number of points depending on how outrageous your stunt was.
Examples:
- Violating basic human rights: 1 point
- Developing nuclear program despite world's protests: 2 points
- Testing weapons of mass destruction: 3 points
- Attacking and sinking another country's warship and getting away with it despite a thorough investigation by three different teams irrefutably proving you did it and even then threatening war in response to accusations: 5 points
NOTE: Israel has been disqualified for cheating.

Might need some more elaboration on rule #1. A lot of countries *call* themselves democracies, and even have elections, but still are pretty illiberal.
