As for the town vs. dungeon adventurers... Well I honestly can't see why one should exclude the other... I don't think that the real big dungeons should be included in the main quest! However they should be there - with written references in books around the continent. Then you could choose to go exploring them - when you stumbled upon them. As for city adventurers - well Vivec may be a large town... But I think it lacks some people - I never felt that I was in a real big city or anything. And more variation - just having cantons doesn't do the trick for me. Some outskirts of somekind would be nice.

I'm lev. 16 and frequently have to leave on other assignments to level up before coming back to a dungeon. I guess this question is more a matter of opinion than I thought!

You can bribe/intimidate/admire/taunt (although I don't think taunting works for making friends, heh) your way through many challenges. Many many challenges. Not all, I'm sure. But many many :)

Well, I agree that you actually should avoid powerplaying and leveling in general in this game! However my new char ( a Nord wearing medium armor and wielding swords) have since level 15 been able to clean out daedric shrines... Just because I got my hands on a daedric longsword! And - well I'm already using a difficulty mod - and it does have a certain influence. I'm not saying that I waltz through Dremora Lords and everything - but I can take one on and hold my own...
But I think I'll try the one you link to!

Some of the mods involve that 12 skill increases are required for level.
