If you're more magically inclined, a nice "Charm" spell can work wonders. I've never use the "Persuasion" option any more - I just fire up the ol' Charm spell (Charm 5 points for 2 seconds on target - costs 5 magicka, but improves disposition of target by 10 points), and that usually does the trick. Repeat as often as needed, and they love you. :)

I just threatened to kill his fat ass and the rest of the inhabitants. Or was that the fat pig corpus thing that fixes stuff?
Anyway, I killed them all later, unclean basts.
