Hmm... think I might have a broken quest here..
I've been doing the Aid for Bruma quest and last night was near completion. I'd done all the cities apart from Anvil, Kvatch and the Imperial city. At that point there were red markers on each location.
I did Anvil next and there remained the two markers on Kvatch and the imperial city - all good so far. So into Kvatch I go.. talk to the chappie and he offers his aid. Great. Out I go and there's no longer a red marker on the map for the imperial city.
I head up there anyway and break into the council chambers as apparantley Ocato isn't seeing anyone. I talk to him and he just tells me he won't talk to me. I think maybe that there might be a time issue, like he'll only see me in business hours or something, but nothing happens. I check my quest list and Allies for Bruma is in the completed list. I go to Jauffre and it's not an option I can talk to him about anymore.
Is it just a pointless anticlimax or am I missing something - or is the quest broken?

I think you're supposed to be able to report to Jauffre. Hmm. Have you tried speaking to Martin?

Martin just says that he hasn't figured out anything yet and I need to get him the greater welkynd stone - is just his main quest thread. Maybe I need to wander around Bruma for a bit and see if there's any strange guards?

You could try, but Martin is the NPC who kicks off the next part of the quest. Something is definitely missing. :erg:
(I'll check my Guide tonight and see if I discover anything useful.)

If you have the Greater Welkynd Stone quest already then you need to complete that before you can go on.

Yes, what WK said above. Don't worry too much about Ocato. He would basically have told you "Nope. Sorry. Can't spare any troops. Bye." Also, the entire "allies" quest is optional, so it shouldn't stop you from completing the MQ if you leave it unfinished.

Thanks a lot.. just felt a bit of an anticlimax the way it was. Right... off to find the welkynd stone.. or maybe go slaughter someone else for the DB - the dark side is calling.... :ebil:

That quest is a bit odd, as it seems it offers you different options to do: either muster forces from all cities, or go to the Council, or get help from the guild leaders. I closed all the Gates to Oblivion near each city and got their guys, and when I wanted to go to Imperial City, I too noticed that there's no longer anything to do there. And as I was the leader of Mages' guild and Fighers' guild, I suppose that was sort of done as well.
