Hey, I've been playing through the main quest (XBox Version, BTW) and after I fought that ghost guy to get the bow, Sul-Matuul, my agility turned red and it now 23/35. I don't have any diseases, and I even tried going to Balmora Temple and donating, but it didn't do any good. Are there any other ways to get my stat points back?!! Thanks for the help!!

Try restore agility potions? I don't know why the shrine isn't working for you though.

Tribunal Temples don't restore attributes I don't think, but the Imperial Cult shrines do.

Some essential (IMO) spells to get are the restore 'attribute' one's. Even if you're playing a fighter character, it's worthwhile geting some Restoration skill and those spells.

Fuck spells, you can find several Quality and Exclusive Restore Attribute potions in each smuggler cave. If you go to the Balmora Mage's Guild, Gra-Muzgob has an unlimited supply of each Restore Attribute potion.

As I said, it's only my opinion. But spells don't weigh anything, carrying around a couple of dozen potions takes up quite a bit of space...

Another option is to enchant two exquisite rings with constant effect restore attribute (unfortunately you can't fit all 8 on one ring). They're not much use in a fight as they only regenerate 2-3 points per second but they always work and don't take up much weight.

When you're rich, rings are the answer for everything. I've got a ring/amulet for anything you can think of. They're worth their weight in gold. Well, not really since rings don't weigh much. But they'll pay for themselves in no time ;)

During the Tribunal Main Quest you get an invaluble power, restores all attributes 25 points. Never leave home without. Unfortunatly for non-magical chars your other options are rather limited. Me, I just carry around restore strength potions, those are the important ones, the others I can just wait till I get back to an Imperial shrine.
