Too much focus on a cinematic effect. You press the button on a climbable spot and it does an animation. Before, you just climb, jump, go wherever you want. No fancy animations, but it allowed you to do what you wanted to do.
It says this in the art book about the cloak:
"The cloak was an important element that we wanted to keep - it's something you'll find empowers him a lot at key point in missions throughout the game. For example, while Garrett is in ghost mode, we use the cloak as a stealth feature. These concepts show Garrett with his cape, deploying the cloak, helping him to become more hidden when he's in the shadows. We use the smoke signature effect as visual feedback in the game to show if Garrett is in the shadow or not."
