No, it's not a sequel. EM has already stated that it's not a sequel...The TDS modeled library is just a "nod" to TDS...nothing more.

On a serious note, while I hope Thief is a good enough game in its own right, based on everything I have read about it I may as well scratch the idea that it has absolutely anything to do with the Thief series, worlds, and lore that I have loved for over a decade now, and just treat it as a completely new IP that just coincidentally shares a title and a character name or two.
I mean, just putting the lines from Thief 1's training mission into Dishonored didn't make it a Thief game - it was a different stealth-based game entirely. And just having a recognisable name or two won't do the same here.
Or there again, maybe they might surprise me and when it is released it will feel somewhat like Thief.
Maybe, as when I completed The Dark Project for the first time back in 2002, when I complete new Thief I may sit back in my chair and think that I have just played one of the very greatest games I have ever played. Not impossible, and here's hoping.

Dev A: Lets call it a "reboot" then so we don't have to care too mach about what happend in the previous games.

I don't think the argument for the new game being a sequel/reboot is that hard to understand, despite what EM says.
I would call it a sequel to a reboot that never existed (they came up with their own version of the events of the first three games and set the events of this new game after those events, which is why there are things like the female protege and Garrett "returning" to the city) or a reboot of a sequel that never existed (they started with a story set after the first three games and then rewrote certain aspects).
It's obviously not a true sequel with all of the changes they've made, and they know if they called it that they would piss off the fans. It's also not a reboot of the origin story, which is what most reboots are.
Getting back on topic: I do not expect it to hold a candle to the first two games, but I think I might like it as much as the third game (though I expect to have a different set of likes and dislikes this time).
