Apparently it has an experience system, a plot told through journals and two different endings.
I sampled it for about 5 minutes, I encountered a lot of assets ripped from Doom.

I didn't know textured flats were possible in Wolf3D. I thought the ceiling and floor had to be a solid color.
I also don't know why you'd think this mod is "Shock-esque". None of the features you mentioned are in either Shock game and the setting has more in common with Doom than Shock (and I don't just mean the art assets).
EDIT: After looking through one of the videos I see now there's a variation on the cyber-module upgrade system.

It's almost certainly running on a source port version of the engine. Otherwise he wouldn't have been able to add all the other new stuff.

I see. I also notice from the videos that there is gun bob while moving, which didn't happen in the original engine.

Not worth a thread of its own, but note that a guy released a texture wad for Doom2 with all the System Shock textures in there.

He also released texture wads for Chasm, Cyclone, Amulets and Armor and Realms of the haunting textures on the same day.
