Well I opened it (and couldn't understand it), but the instruction said I am not to do that. Am I screwed?

Are you referring to the package given to you in Seyda Neen in the beginning of the game? I also tried to read it... but the guy in Balmora never found out about it.
If you try to read a message that is actually sealed, the game asks you if you want to break the seal or not.

Moon sugar isn't so bad....I mean...look at sujamma....it's 5 times as powerful but it's legal too...I mean....that's like outlawing cocaine but saying crack is alright.....
