He's not saying it's legal, he's making the point that the statutes don't punish the mothers, just the doctors. Ours typically say "any physician who performs an abortion under circumstances XYZ shall be fined X dollars and/or imprisoned for X years" and then include something like this: "Nothing in this Act may be construed to subject the pregnant mother upon whom any abortion is performed or attempted to any criminal conviction and penalty."
If NI penalizes mothers who get illegal abortions it'll be the first western government I've seen that does so.

In Northern Ireland the situation is still covered by the Offences Against the Person Act 1861, which states in section 58 that 'Every woman, being with child, who, with intent to procure her own miscarriage ... and whosoever, with intent to procure the miscarriage of any woman, whether she be or be not with child ... shall be guilty of felony, and being convicted thereof shall be liable . . . to be kept in penal servitude for life'. To my knowledge that section has never been repealed or amended where it applies to Northern Ireland.
Now, whether the statute is
enforced is another matter, but that is the law.
