My disposition is maxed and he still will not talk to me about the forgery. I have the orignal i talked to a bum by the gate. The green arrow is on him and I have a bunch of money? anyone had this problem? reloading doesnt seem to help...:confused:
is there a console command to add this item so i can get passed this glitch?

Have you been able to speak to him at all?
He usually takes a day to produce the forgery, and won't discuss it until he's had a full 24 hrs in-game.
You could add the item "Sealed Forged Candidate List" with "FormID: 0000C22A" but I haven't tried it and I wouldn't know what affect it would have.
