I don't know if the eye is actually glowing. It looks more like a shine/reflection like "Riddick".

It ignites within, and smokes as the glow brightens. He isn't stepping into a light for a reflection. If it did reflect light from within, it would remind me more of Blade Runner, but alas.

Some people think it's a Splinter Cell thing where it's a HUD-like indicator to let 3rd-person players know it's active that only players can see, but that doesn't make enough sense. We need to know what the eye can do or not, on or off, first, that 3rd-Person players need that info.
According to EM, there's no third-person 'mode', and all third-person transitions are compulsory and contextual. I don't see how that claim could have any validity whatsoever. We've already effectively seen the lean function in action, via (

That is correct...It is forced 3rd-person switching...at least for right now.
