Movie Maker is good, for a free program. I assumed he was asking for a free program, if he wants a paid for program then Magix's video editor is good, or Sony Vegas, etc.
I forgot about VirtuaDub. Yes, that is a good editor. Also free.:D

A few other good, and free, video editors would include the non-linear video editing part of (
http://www.blender.org/) Blender 3D, which isn't perfect, but to make up for that, it is multi-platform and still being actively developed. Then there's Avidemux, and although it's not done yet, the widely revered VLC media player developers are currently developing a(
http://trac.videolan.org/vlmc/) contender to non-linear video editing world. I hope they can implement it into VLC, as that's the player I use most often. :D
