Thats probably due to the mod.
You could prod them instead of spraying them, yes, but it may not be an option if you're out of prod charges or want to conserve them... and hitting them with the baton just pisses them off unless you have max skill or that one aug maxed... even with advanced skill I had to nearly pummel people to death with the baton it seemed, even hitting them in the back.

Argh, I've just completed the Lebedev mission (darn, I should have killed Anna!).
Anyway, I'm at the HQ now and I found a augmentation canister in the last mission. Problem is, the medbot says that no canisters are availible! Someone help me :erg:

You have to have it in your inventory (hey, just making sure). You could also have picked up an augmentation upgrade canister, which looks more like an egg than a cylinder.
Or you've already used that type of augmentation canister and can't install what's already installed.

I'm not that sure it's the mod. I just arrived at Hong Kong and so far everything could be knocked out with just one hit with the baton. Of course this is plain Deus Ex here. My skill in low tech is just 'trained'. The key is where to hit. Head is bad as it will just annoy them. But the middle back works great. And of course they need to be unaware of you.

Would probably be easier if you could hold in striking position like in SS2.

The key factor in DX damage code is proximity to target:
If your 'centre' and the targets 'centre' are less that 64 uunits apart, and you're behind them, they take 10x damage. This is why it's possible to OHKO people with the prod or baton when you hit them from behind, though a brief investigation will reveal that you can pretty much OHKO them with ANY weapon capable of killing or KOing a person: a tranq dart fired into the back from point-blank range is an instant putdown.
This is why it's usually better to aim for the middle of the back: the centre point of DX pawns is around waist height, so aiming there ensures minimum distance between you and the target.
Note: this does NOT work when they're stunned, so if they're rubbing their eyes from pepperspray, or jiggling around from a prod hit, you can't do this. They DO take 4x damage from any and all sources while stunned, though, so pepperspraying people and then shooting them is 4x as effective as just shooting them alone.
Finally, hitlocation damage DOES combine with this, so stunning them and then hitting them in the head means they take 4x8x damage, or 32x damage.
Stunning someone, then hitting them in the head with the DTS using max combat strength with maxed lowtech weapon skill gives...uh..
4x (stunned) 8x (headshot) 3x (for combatstrength and skill) x5 (DTS uses AOE_Cone, so hits 5 times: this is why it's so damn LOUD) x 20 (damage of the sword)
for a total of 9600 damage.
The most health ANY character has in the head location is 900.
EDIT: Annoyingly, and for no obvious reason, stunned and knockedout damage types (prod and baton) do NOT get the head multiplier, so this is probably the main reason small of the back is better than head: small of the back is x10, and then x2 for torso multiplier. Head is just x10.
Finally, with the pepperspray: the actual spray that you can see waving around at the end of the weapon is irrelevant: that's just part of the mesh. The thing to pay attention to is the series of green clouds that stream out: these are what actually cause people to clutch their eyes. Usually this stream spawns slightly in front of the actual gun, so ironically, the pepper spray is more effective at 'slight range' than it is point blank.
The best use is to be about 8-12 feet away from your target(s) and to wave from side to side, to create a moving 'wall' of teargas. A short burst should do it. Wait a second for the wall to hit them, and watch them start crying out. At this point, shoot them.
Note, causing damage of any other kind while they're rubbing their eyes will snap them out of it, so hitting them with the baton isn't terribly recommended. They'll stay 'ungassed' until they hit another cloud of the spray, which may or may not happen, depending on how much you sprayed. :)

Argh, I read the walkthrough for the HQ part, just to get as many items as possible. Turns out the guy who wrote it already had 3 augs when he was done with the Lebedev mission! Strenght, leg aug, and ballistic protection, while I only have the strenght thing and one upgrade canister which I spent on the strenght aug. So annoying. I looked everywhere but I could not find any augs on the last couple of levels.

The first canister i can remember you can find before the airfield is hidden [SPOILER]in a safe beneath Castle Clinton, where you can control doors of the some sort of underground canal,[/SPOILER] under Battery Park.(if i recall correctly:p )

And a slight update on my derail: Baton vs. MiB. No luck with combat strength 1 augment and low tech at advanced.
