Jesus christ I realise that some sympathy is required for bullying at school, but this is fucking ridiculous. I'm not quite sure being throttled at one point during your childhood prevents you from "knowing the satisfaction of employment". Being a complete social retard can do that, but I'm not sure you should get paid to be one.
I was bullied at school, so are tons of kids. It sucked balls and I hated it, but I seem to have survived (then again maybe I have some supressed memories waiting around the corner for a midlife crisis). The best way to enjoy adulthood is to leave your room and meet people!

According to the article he hated school work and he didn't do well at home-school either. Obviously bullying wasn't the only factor affecting this guy's life. You shouldn't be rewarded for being lazy. Social anxiety or depression wouldn't affect his "schooling" so horribly that he couldn't do it, otherwise he should be on meds.

It pretty much speaks for itself. And I don't envy him the money because it means he's just going to end up being even more of a sad loser who spends heaps on computer games. If he had to try and break bread he would be forced to go outside.
Although this may very readily be a case of a severe mental disorder, there does seem to be a very worrying trend towards the overdiagnosis of mental disorders, take for example ADD/ADHD in young children.
EDIT: Just cause you kill someone/steal something in no way makes you antisocial, you could be the friendliest guy ever and still be a crim. Look at chopper for chrissake :P

I'm really involved in my kid's elementary school as part of a dad's program and the place has zero tolerance for bullying. First offense is suspension, second offense is expulsion. This is school district policy. The idea is that although kids do need to learn how to deal with conflict on their own sometimes, when it comes to constant physical or verbal intimidation, it interferes with the educational process which is the main goal of the institution. I heartedly agree.
On the other hand, this guy just seems like a fat lazy slob who needs to have his ass kicked a few more times. And his mom. Anytime someone wants government money because 'he didn't like the work' needs to spend a few days digging ditches or cleaning toilets. How hard is the work in high school really? Lazy.:tsktsk:
