No problem 12 Limp apology accepted. :D
In regards to your questions -

Thanks for the golden saint advice...is it possible to summon a golden saint on strike?
Erm... good question I do believe it is possible but i'd advise against it due to the fact that most of the time it takes more than one strike to kill an enemy and so you'll be re-summoning the golden saint. Obviously when you summon a creature if you use the enchantment again you'll just summon the creature again - you wont get ANOTHER creature on top of the one you've summoned. Not only will this be a waist of the weapons charge but the new creature will take a bit of time getting into combat.

100 str (is there a way to pass 100 without cheating?)
Loads - fortify strength constant effect enchantments are the most common (fortify spells can be found at temples). Also if you search for my thread "corpus abuse..." you'll find a (non-cheating) way of increasing your strength indeffinately although i've haven't tried it out myself...
Return 0 makes some good comments about having a high enchant value but you might find spending 40K on enchant training some what annoying.
In regards to the most powerful constant affect enchantments I would say that the best enchantments are those that fortify you abilities. My advise to you is get your self a full set of armour (perhaps ebony in your case) and spend 40K on getting as much of the armour enchanted with constant affect fortify strength or endurance.
This sort of enchantment is the most powerful and useful IMHO and should be considered before any other costly enchantments...
Oh and if you want some ebony boots go to the dren planatation and then into the manor house; there is a half naked dark elf walking around who not only wears a deadric shield but also wears a pair of ebony boots.
To get ONE ebony bracer go to Suran - one of the traders has one you can buy or steal (it's on the table right in front of him).
Hope this all helps :)

and just to let y'all know, i went on a tear last night...i'm now lv. 30 With a new daedric tower shield i got from a golden saint, trapped a golden saint in grand soul gem in a cave near Tel Fyr, now have enchanted ebony curius of bound battle ax and bound boots...that means 100+ lbs off my back...if your wondering why i didn't enchant my shield its cuz i noticed it has the largest room for enchantments and i don't have everything i want in the way of spells....red-your corpus theory works, i have 103 str now, but i want more and tel fyr blessed me with immunity to corpus and all blight diseases so scratch getting corpus again
Did y'all know you can permantly boost stats by receiving blessings in the high fane?

I've heard 'rumours' but i've always put it down to a bug or something so i've never wanted to try it out... Can anyone confirm if it is a bug or not?

Doesn't matter what level you are but i'd advise you have both enchantment, intel', and luck maxed out before risking the loss of a golden saint soul and grand soul gem. Put it this way i've heard of people maxing out their alchemy first so they can produce potions to increase their luck and intel stats into the thousands and then they still fail a constant affect enchantment on the odd ocasion...
Good luck with that. :)

You can do A LOT with the D. tower Sh.
A would suggest something like:
Constant Effect Chameleon 45% on self
or
Absorb Health 100 pts in 15 feet on target
Damage Health 100 pts in 15 feet on target (this combo is pretty to watch)
or
Constant Effect Levitate 15 pts on self
or
Constant Effect Restore 8 hp on self (this restores 8 hp to you every second)
or
Absorb Health 93-94 pts for 4 sec in 5 feet on Target
I usually find the Chameleon one the most useful.
The Absorb Health one isn't bad though.
I recomend Absorb Health cause its cheap, it gives you health, and you kill people, but most importantly WHEN IT GET REFLECTED BACK AT YOU YOU DON'T DIE FROM 300 POINTS OF FIRE DAMAGE! the screen just flashes a bunch of pinkishpurpleish sprites like you are absorbing your own health.
Many people seem to think that fire/ice/lit/poi damage is all the rave but its not for me.
But definately dont enchant it until you can boost your intell up to about 3500 or so for a few seconds so you can get the full benifit of the shield. Enchanted Clothes or Potions are the best way to do this.
Also there are ways to easily get unlimited DTowerShlds and to Permanently raise your attributes up in the thousands and beyond. -but that kinda ruins the game. --unless used in moderation i.e. just raise your Acrobatics to 5000 and try to jump from Vivec to Dagon Fel.:sly:

oh i almost forgot...
if you do enchant it with something that deals damage in XXX feet be very careful with what you input for the area. If you have it do 100 pts ice damage in 50 ft on Target just remember it sure looks pretty but if you need to use it on someone who IS NEXT TO OTHER PEOPLE, -=everyone dies=-. This could quickly and easily result into a huge bounty of like 50,000 on your head and just makes talking to everyone an absolute pain. an area of 3 feet is the size of an npc and is a recommended size. this allows you to not kill everyone in the room and still take out your target with a little le-way on accuracy. :sly:
OFF topic:
other good items to enchant are Exquisite rings and Exquisite Amulets/Hlkervu Locket(you can find about 20 or so of the lockets in Ald' Rhun inside the Manor Areas. Exquisite rings are harder to find. altogether my Khajiit has about 15 rings and 35 Amulets.:sly:
