Enchant any item with a soul equal or greater than 400.
Things that will do it:
Golden Saint(And any unique Golden Saint)
Ascended Sleeper(And any unique Ascended Sleeper)

but how do i get those souls? and do i have to have a grand soul gem to trap those souls?

Golden Saint and Ascended Sleeper's are amongst the most powerful enemies you can encounter and due to the fact that creature spawnings are related to what level your character is i very much doubt you'll be seeing any of these guys until level 18+ (only a gues though).
Forget about Vivec - he's a god - enough said.
Suffice to say you wont be making any constant effect items for a very long time (i'm presuming you a n00b to the game and have a low level character).
The stronger the creature the stronger the soul generally and the stronger the soul gem you need to capture it - you can only capture Golden Saint and Ascended Sleeper's in the strongest soul gem - the grand soul gem.
To capture a soul you must cast the soul gem spell either as a spell or a scroll or from an enchated item. Once the spell has been cast you have the duration of the spell to kill the creature in question. Please note that some high level creatures like golden saints can cast dispel which removes the soul trap...
Azura's star is a very special type of grand soul gem which you wont be getting for a long time so forget about it for a while.

so, Smart@$$, Where do i find these creatures? and where do i find these grand soul gems...i have no problem trapping but thank you kindly.
and FYI My character is a level 16 redoran with plenty strength, plenty Ax and short blade skills, and plenty heart. (Name of the Misenchanted Daedric ax I got through curiousity)

Heyo, 12 limp, don't take anything said on here personally; it's generally assumed that people who show up and don't use the 'search' function are.... let's just say 'overly impetuous'. Such people usually think they can take the world on right out of the starting gate. (Oh, and 'n00b' just means inexperienced in the game, aka 'newbie' - that's all, no insult)
As to where to find such beasties, usually around the more remote Daedric shrines is where I've found them naturally occurring. If you're looking for a more reliable source, buy the 'summon golden saint' spell from a Telvanni in Tel Branora, near Therana (I forget his name, but he should be easy enough to spot; if not, searching on here should net you his name). Then you should be able to either cast it (if you're a good enough mage) or get an item enchanted with it.
And as for grand soul gems, the Balmora Mage Guild has one you can steal, you can find them all over in smugglers' caves, and you'll otherwise find them all over Vvardenfell. If you want a better answer, you can always search on here for "Azura's Star"; it's an infinite grand+ soul gem. (ie: most soul gems are used up when you enchant something; this one isn't)

WOW not the response i was expecting "12 limp" to be honest i'd normally be very angry and lay into you for having a go at me when i spent my time trying to help you but perhaps i should give you the benefit of the doubt.
The term n00b which i feel you may have taken exception to is simply (in the context i used it) a term to describe a person new to the game NOT some sort of insult making light of you inexperience.

I have never seen your name before and to be honest the questions you asked were not 'advanced' morrowind quiries so i presumed you were new to the game - this is a fair assumption don't have a go at me because you failed to clarify your apparent experience in the game.
Anyway it seems Forsythe has been kind enough to step in and help you out so all that is left is for me to extend my greetings to a new member of the board and hope you're succeful in finding out what you need to know.

i'm one to talk...i took your message wrong, sounded like you were putting me down...love the search function though it never gets me much love.
Thanks for the golden saint advice...is it possible to summon a golden saint on strike? My mage skills suck right now...but to let you know of my talents...i bumped my RedGuard upto 21. he has 75 ax and hv. armor, 100+shortblade(through a bound dagger mishap) 100 str(is there a way to pass 100 without cheating?) I own a practicly complete set of ebony armor with the exception of boots and bracers...a.rating is 100+...my Daedric ax was misenchanted with a 2 second paralyse and shock damage 5-12 with 20 charges:nono:
i have some sort of jinkblade worth 7000 and a glass dagger worth 4 grand or so.

an easy way to get a golden saint to kill is this... once you become a magician in the mages guild talk to one of the mages in caldera..he sells summon golden saint scrolls..a bit pricy but thats how i got my scroll...good to have if the ordinators are after you..( see my post " need serious help" under general) anyways i have a bout 6 grand soul gems ... i got them from a bandit cave down around the seyda neen area...

Enchant = Broken
Suggested for constant effect bound items:
1. Buy the Summon Golden Saint Spell (i think its in Tel Branora upstairs)
2. Receive Azuras Star at Azura's Shrine (it acts as a Grand Soul Gem that can never be used up and it is the only item that can trap Vivec's soul)
3. If you havent already done this, raise your Enchant skill to 100. Visit Indoranyl (sp?) west of Sadith Mora inside you will find the High Elf Quarwyn (sp?) who will train your enchant to 100. I suggest you bring about 40,000 gold and have the ability to become invisible (the invisibility is so that you can talk to her and then use persuasion to raise her disposition to 100 otherwise she will attack you).
4. Create an item that can summon a Golden Saint for 10,20,30 seconds or for however long it takes you to kill it.
5. You should now be able to enchant some fairly decent items also your charge cost per use will be lower. If you want to know more about creating the most powerful constant effect items (like items that will allow you to fly constantly and 100% success rate for enchanting) just ask ME.
