It does not exaggerate, it just picks up the most "spicy" parts to make that point - under that thin layer of cultured grace, humans were always driven by animalism.

I only meant that things like governments have to be supported by the population, the actual system that is. If there isn't a kind of heirarchical society, like the one we're used to, it gets more difficult for a bunch of people to exert power over large territories because people can be more resistant to being ruled from a distance.
I suppose you have to ask the question of whether humans have a natural tendency to split into leaders and followers, and this is partly why we've ended up living in nation states with a lot of centralised authority, leaving most individuals without a lot of influence over how they are ruled.
