Fixed it! HUGE thank you to everyone, especially Bikerdude and New Horizon!

I disabled Catalyst AI through the control center. It doesn't totally disable the gpu but keeps it from doing any actual rendering. Solved the problem.

I was running the driver alone without the Catalyst control center, never occured to me that I could download something to disable it.
