i have a small form factor case. i want to buy second HDD but there is only ione internal bay that is already occupied. the floppy bay is already free. can I install 2nd 3.5 inch hard drive there? i tried to fit my original drive to check but it wouldn't go in. A little tight.
how can i solve this?

In cases of doubt, duct tape it. (Not really good if your drives get hot though. Which most modern drives do.)
As long as they're stable and don't move, they should be happy.

How about a 2.5" drive, would that work?

There shouldn't be any problem with installing a 3.5" HDD in a floppy bay, save for that the mounting holes may not line up right. As for being too tight of a fit, not every drive or drive bay is exactly 4 inches wide (The actual width of a 3.5" drive). Sometimes to save cost case makers get sloppy with measurements and can be off by a lot.
