I am looking to get the second wraithguard.... I have the artifact and have given the dwarf the plans and journal...he says" Now if you wish I can see if i can restore the mytheopic enchantments." or something to that effect. then when i select mytheopic enchantments he just says it would likely kill you when you equip it i cant take that chance. HELP!

You need around 250 hp... and when you first get it, it will reduce your max health by 240 some... not sure if it was a bug, or if it was made like that on purpose(this was supposed to be a last resort if you screwed up the main path).
Also not sure if it was supposed to turn out looking like a daedric gauntlet...

FWIW, I believe you need > 200 for him to let you; if you have > 200 but < 225 he'll allow you, but warn you you're very likely to die. (it does a random 200-225 points) And, as Kilana said, it's permanent damage.
