Pretty much, over about a decade or so. Same with Baltimore and couple of others. The US' big industrial cities were basically gutted when US industry left the country for cheaper labour.

For anyone finding this sort of thing fascinating, (http://www.forbidden-places.net/) Forbidden Places is the place to go. My favorites tend to be the Victorian mental institutions, but they have everything from sewers to churches to whole cities (well, (http://www.forbidden-places.net/urban-exploration-gary-indiana-ghost-town) Gary, IN).

Fantastic pictures and quite haunting indeed.
It's quite a coincidence though that this disaster happened the same day or around the same day as I was born.
I can see where the CoD4 and STALKER level designers got their references from.
That ghostly feet image was quite odd but I knew it had something to do with double exposure.
