It looks like the picture was just taken with a long exposure and the people that were standing there moved while the picture was being taken. Notice how the windows are completely white. I don't think there's been any major photoshopping in any of the pics.
Incidentally, that pic looks a bit like the base in the dark valley and this one:

That first one could also be the building in Agroprom (the one not occupied by the military). The other one also reminded me of the houses in the Bloodsucker village. It's not surprising, as I believe the developers travelled through the exclusion zone and took several pictures, which were later used as models.
