I've got to get rid of the customs office or something before an NPC (I forget the name - a cat woman in the canal works) will talk to me.
I met him when I arrived in Vivec but I cannot find him now.
Where is he and how do you complete this mission?

He is wandering around in the lower waistworks of the Foreign Sector.

He tends to wander up and down one of the long hallways (can't remember which side) and then across the central area. I also saw him going down the steps towards the lower level once.
