I believe the reason was more because of the cutscenes where Garrett is doing something athletic, they wanted the voice to actually be affected by the physical actions he is taking, not for lip sync. You're going to sound different if you're talking while running and jumping than if you're sitting there staring into a microphone in a recording booth. They stated that Stephen Russell was not of the appropriate build or athletic ability to pull this off, thus they recast it. Big deal.
I remember reading about Dustin Hoffman doing some real running on the set of Marathon Man so he would be out of breath for filming a scene where his character would be out of breath, and Laurence Olivier asking him why he was doing this and saying to him 'did you ever hear of acting?'. Hope I have remembered this tale correctly.
But it is strange how this "problem" has only surfaced in 2013 whereas for years voiceactors have been voicing cartoon and game scenes without having to physically be running around and jumping lava pits and swordfighting and whatnot. It is called acting.
The Joker is the Joker. He has a face and character that existed long before Mark Hamil. Sam and Max are also "characters". I couldn't even tell you what Garrett actually looks like. Put five similar looking men in hooded robes and I doubt I could pick him. His voice was almost everything.
I quite agree that the sky isn't going to fall in, but I reserve the right to be disappointed that my Garrett is not returning.

what's up with all the fuss related with this, still?!!
it was clear even from the beginning that Square Enix/Eidos does not about the game and series, but only about their damn money..
Thief is using a modified Unreal 3 engine, which means we should have access to modding the audio files. so, I ask you this: as we have like 5000 signatures, why not screw SE/E and approach Stephen Russell directly asking him how much would cost us to have him doubling the whole damn game in a 3rd party audio studio and make a 3rd party damn mod with it?!!
there's the kickstarter site around here.. so that should be a fairly easy thing to do nowdays..

That question has been asked a few times before. He was asked, but he reluctantly declined, citing copyright issues.

Yes, unfortunately EM owns Garrett, and SR's voice as Garrett is also owned by them. You know, just to add insult to injury.

EM most likely assumes most of or all of those 5.6k signatures are going to buy the game anyways.

huh?!! I'm sure mr. Stephen Russell can still use his voice for any other projects outside EM as he likes to. And as long as that would be a free mod, even if voiced by SR, it couldn't have any sort of legal implications.
at the worst case, EM can ask to stop its distribution, but once that mod hits the internet, there's no stopping it..

He would not do it. It doesn't matter that it's free. The character Garrett is the sole property of Square Enix, and the voice is a part of that character. There's no law against imitating something, which is why SlyFoxx can make Garrett lines, and why The Dark Mod can exist, but Stephen Russell would not be allowed to provide Garrett's voice for anyone other than the current copyright holders. And it doesn't matter that they've changed the voice actor. At best* that would make it a grey area, and SR, as a professional actor, would not risk his employability, even if we offered him enough to retire in style.
*By which I mean with the unrealistic optimism of a dog expecting a generous portion of your dinner even though he's on a controlled diet restricting what he's allowed to eat.

As a union actor, it wouldn't be advisable for him to take part in a non-union project anyway. It's the number one rule of the guild.

Ah Fak it.
Thief should just change the name to 'Stealth WUT'
And some other studio should get the rights (Cough - Arkane- Cough) so it can be done right.
Refund everyone's money, fire the people that made it, and delete it from existence.
I don't think even SR could save this bomb. In fact I am personally glad he WASN'T involved.
